Subharti Medical College Questions Illegal Recovery of ₹87.63 Crore

Dehradun. Serious questions have been raised regarding the issuance of a recovery certificate for ₹87.63 crore against Shri Dev Suman Subharti Medical College. The institution alleges that this action was taken conspiratorially, disregarding a pending case in court and a previously deposited amount of ₹15 crore.

According to the institution, the recovery is currently stayed under orders from the Honorable High Court and Supreme Court, and the matter is pending in the High Court. Despite this, the issuance of a recovery notice by the Directorate of Medical Education and the district administration through the revenue department is being termed illegal and baseless.

Furthermore, the issuance of the recovery certificate under the signature of a Tehsildar who was still in training, and the subsequent issuance of another recovery certificate by a Naib Tehsildar, are also under suspicion. The institution has demanded an impartial investigation into the entire matter, calling it a conspiracy to tarnish its image.

Human Rights Protection Day celebrated under the auspices of the Human Rights Protection Center

*13 organizations, including “Progressive Community,” Dehradun, honored*

The state is always committed to the protection of human rights – ADGP Abhinav Kumar

Dehradun – Human Rights Protection Day was celebrated at a hotel on Rajpur Road under the auspices of the “Human Rights Protection Center.” The program began with a symposium on the topic “The New BS Law and the Protection of Human Rights.” Thirteen organizations working for the protection and promotion of human rights in various fields were honored at the event.

Presiding over the program, Justice Dr. Rajesh Tandon, Presiding Member of the Nainital High Court Daily Lok Adalat, said that the new BS Law has made several amendments that will prove to be a milestone in the protection of human rights. He added that the Human Rights Protection Act, 1993, provides for the protection and encouragement of voluntary organizations working for the protection of human rights. Addressing the program, Chief Guest Abhinav Kumar, IPS, Additional Director General of Police (Prisons, Security and Intelligence), said that the state has always been committed to the protection of human rights. The Human Rights Protection Act came into effect in 1993, and I joined the service in 1996, and I will complete 30 years of service in January of this year. Over these 30 years, I have witnessed the implementation of the Human Rights Protection Act on the ground over time. Thirty years ago, cases of custodial torture were reported in the thousands across the country. However, with improved implementation of the Human Rights Protection Act, the active involvement of the judiciary, the Human Rights Commission, and other organizations established for the protection of human rights, and the active involvement of the administrative and police systems, the number has now decreased to around two hundred and fifty, and even minor incidents of torture are still recorded. However, this effort will continue until these cases reach zero. Similarly, the Dowry Abolition Act was enacted approximately 60 years ago. Gradually, with time, awareness grew in society, and torture and murders related to dowry decreased rapidly. What I mean to say is that when laws are enacted, that is the first step. Their implementation on the ground and the awareness generated in society is the second step. In this regard, the organizations working within our society, the commissions established by the government, and our administrative and police systems have proven to be very effective.

On this occasion, 13 organizations working to protect and promote human rights and uplift human lives were honored. Prominent among them were Udayan Care Trust, Pratham Health Foundation, Shri Jai Ram Memorial Education and Women’s Upliftment Committee, Shri Mahakal Seva Samiti, Samarpan Seva Samiti, Janaki Devi Educational Welfare Society, Bharatiya Gramothan Sansthan, Bharatiya Bharti Shramik Journalist Association, “Progressive Community” Dehradun, Kazmi Manav Seva Trust, and MJF Lion Charanjit Soi, who were honored with the “Ninth Human Rights Protection Ratna Samman.” Dr. Prem Kashyap delivered the vote of thanks. The program was conducted by Dr. Kunwar Raj Asthana. Padma Shri Dr. R.K. Jain, Ashok Verma, Anil Verma, Rajkumar Purohit, R.P. Gupta, Dr. Ajay Saxena, Dr. Sunil Agarwal, Rajiv Verma, Adv. Piyush Agarwal, SP Singh, Akbar Siddiqui, Sanjay Joshi, Dr. Jamshed Usmani, Vimal Dabral, Sanjeev Sharma, Rajiv Thapliyal, Dr. V.D. Sharma, etc. were prominently present.

  • The New Shahar Qazi in Dehradun and the Unnecessary Controversy:

The New Shahar Qazi in Dehradun and the Unnecessary Controversy:

The New Shahar Qazi in Dehradun and the Unnecessary Controversy

A Testament to Ganga–Jamuni Culture, Communal Harmony, and Shared Social Responsibility

    Dr. J. Usmani, Journalist

Dr. J. Usmani, Journalist    Dehradun—long known as a cradle of peace, humanity, and the Ganga–Jamuni cultural ethos—recently passed through a sensitive moment. The demise of Shahar Qazi, Maulana Muhammad Ahmad Qasmi, left the entire city grieving. At the same time, the question of appointing a new Shahar Qazi naturally came to the forefront.

The management committee of Paltan Bazaar Jama Masjid announced the appointment of the mosque’s Naib Imam, Mufti Hasheem Ahmad Qasmi, as the new Shahar Qazi and Imam of Eidgah. This decision was not only an administrative necessity, but also of significant importance to the religious, social, and moral fabric of the city. The announcement was widely accepted by scholars, social organizations, traders, and respected members of the Muslim community. People of other faiths also welcomed the decision wholeheartedly—reflecting Dehradun’s timeless culture, where humanity precedes all distinctions, and where dignity, civility, and mutual respect rise above differences.

However, it was unfortunate that a self-styled social organization and a few vested-interest individuals attempted to stir controversy around this responsible and well-considered step. The noise they created was not only baseless, but also contrary to the inclusive and harmonious atmosphere that Dehradun is known for. Realizing the intentions behind this disruption, the city’s responsible scholars, citizens, and community leaders promptly stood in support of the newly appointed Shahar Qazi and helped stabilize the situation before it could escalate.

What stands out most is that support for Mufti Hasheem Ahmad Qasmi did not come only from the Muslim community. Hindus, Sikhs, Christians, business associations, and various social groups also joined in solidarity. This unity reaffirmed the truth that Dehradun’s true identity is not rooted in division or hostility, but in love, harmony, and social cohesion.

    Yet, some critical questions remain:

Why did those who usually appear at the forefront of every Muslim-related issue suddenly react so aggressively to this announcement?

Have all educational, employment, and social challenges of the Muslim community in Dehradun already been resolved?

Or was there a lack of any emotional issue through which they could provoke sentiments and maintain their relevance?

And, perhaps the most significant question—was someone among them personally aspiring to become the Shahar Qazi?

If these suspicions hold any truth, then the mosque committee and the broader Muslim community must remain vigilant in the future. Such individuals often exploit sensitive issues to create division for their personal gains, and it is our collective responsibility to prevent such intentions from taking root.

A position like the Shahar Qazi is not a political crown—it is an amanah (trust) and an ibadah (sacred responsibility). Its standards must be knowledge, sincerity, integrity, and experience—not personal ambition or political maneuvering.

This entire episode offers a valuable lesson:
The unity and harmony of Dehradun is not the responsibility of one community alone—it is a shared trust of all its people.
Once again, the city has demonstrated that no matter how loud the voices of discord may become, the message of love, peace, and brotherhood remains far stronger.

Dehradun. Following the passing of Mohammad Ahmed Qasmi, Maulana Mufti Hashim Ahmed Siddiqui has been appointed the new Shahar Qazi of Doon. The Jama Masjid Committee of Paltan Bazaar announced this after Friday prayers and crowned the Shahar Qazi. This year, a wave of joy spread across the city, while on the other hand, some people have also begun protesting against the new Shahar Qazi.

It is worth noting that Shahar Qazi Maulana Mohammad Ahmed Qasmi passed away on November 22nd. After Friday prayers, the Jama Masjid Committee of Paltan Bazaar announced Maulana Mufti Hashim Siddiqui as the Shahar Qazi, Imam of the Jama Masjid and Eidgah Bindal Pul, and crowned him. Committee Chairman Naseem Ahmed stated that based on the input of worshippers, scholars, and responsible individuals, the committee has announced the appointment of Mufti Hashim Siddiqui as Shahar Qazi and Imam. He is an alumnus of Darul Uloom Deoband. Mufti Hashim Siddiqui, the new Shahar Qazi, stated that any decisions that favor Muslims will be taken. Several organizations, including individuals, congratulated him on becoming the new Shahar Qazi.

The Waqf Board has objected to the appointment of the new Shahar Qazi by the Jama Masjid Paltan Bazaar Committee in Dehradun. Those protesting claim that the term of the Shahar Qazi, who announced the appointment, expired in 2021. They allege that most of the city’s scholars were not consulted.
